Pat - hope you got this resolved already, it's getting cold in NJ again
I am pretty sure this is your thermostat. I had very similar symptoms earlier this year with a 99 lpt. I never got any codes but it was very slow to warm on cool days and never got warm on cold days. A water pump would usually cause an overheat.
I have had other cars throw a "failed to warm up" code after a normal drive cycle, never got anything on the 9-5.
Also after the thermostat, check your cabin filter. Mine was well plugged and replacing it improved circulation and heating a lot.
My heat works normal now but one thing that is a bummer is that the car will not warm up at idle. I can't start the car and let it run to warm the inside, no matter how long I leave it.
