Alternator load, i.e., torque, is proportional to the current output. The voltage you read is the system resistance multiplied by the current output from the alternator. Remember that the battery provides a very complex "load", supplying current at voltages below 12.6 and absorbing current at voltages above that, until fully charged, at which point it resists current up to about 15.6 volts. So long as the voltage is more than 12.6 and less than 15.6, you can assume the alternator is working reasonably well.
