Ventilated seats were only standard on certain years of the Arc model (2002-2004/5). Before and after that, they could be had as an option on most models: LPT, SE, Aero, Vector (EU), Linear, etc.(I think there was one or two years of the "sport" seats where ventilated was not an option).
Through all these years, there is no wiring if the build sheet didn't specify ventilated seats. (I once saw a 9-5 offered that had ventilated, but NOT heated front seats...A Texas car...)
The "logic" comes from a place where they make 500,000 to a million of one car in one year. There, it makes (some) sense to have separate harnesses for different option groups. On the much smaller scale of Saab, not so much. I'm sure the warehousing cost going forward of all those harnesses in different combinations far exceeds what it would have cost to simply put the extra few meters of wire and connectors in them from the factory.
