I think it probably depends how bad the rust is. Mine I caught "early" as in there was only some superficial rust visible from the outside, but after removing the trim and wheelwell and wire brushing, I had a 1/4" hole facing the fender and about 10 sq inches of stuff to repaint. So for that, I removed the loose rust, POR with fibreglass cloth impregnated with POR. Rock solid repair. My only concern is how much rust might be happening on the inside of the dog leg that we can't POR. I got in there as much as I could, but it was a small hole. Anyway, the result was a little bumpy, over which I did a little bondo filler, sanded, primed, sanded, painted, sanded, etc.
Could definitely get expensive to weld new metal in there. I didn't know any of the shelf dogleg sheet metal parts existed to fix that, but it would be handy if they did... I would also be interested to hear more about this adhesive that replaces welding. I went through a lot of rust repair effort last fall on the c900 winter beater, and anything that makes life easier would be welcome! I assume it is no good for structural areas, but good for cosmetic, right?
