I was new to the 9-5 world about a year ago. If you google "SaabDIY" Serpentine Belt Repacement you will find an excellent tutorial.
The answers to your questions are:
I find it helpful to remove the fender liner - strictly speaking not required but makes the job easier.
Once you remove the U shaped engine bracket you will see the belt tensioner towards the rear of the engine. There is a square hole in the top of the tensioner. Put a 1/2" extension in that hole. Pull forward (towards the front of the car) to release tension.
