I found a post on the WWW that had this fault with vacuum leak issues. How soon can you get that problem fixed? Check other vac lines that might have been disturbed; cracked, split etc.
WIS indicates that there is a problem with the throttle plate not been able to get to the closed position. You need to remove the air feed pipe and move the throttle plate, looking for binding. With things exposed, clean the TB bore and throttle plate edges with some paper towel dampened with a mild solvent. Paint thinner works well. You do not need carb or TB cleaner. Note that cleaning the TB with a cleaner spray can lead to a difficulty getting the engine to start. I put a very small drop of oil at the throttle plate pivots in the TB bore. WIS goes on to suggest checking wires and connectors if no problem found with the TB. Some discussion that the TB binding can also lead to limp home mode; which is a different discussion.
I am suspecting that a vac leak might cause the TB to be closed more than usual which might lead to the control fault and might force the TB to then jamb on deposits at that extreme position - however that is really guess work.
A VAC leak also introduces road dust into the system.
