You may well have a burned valve. No "miracle cure" in a can is going to help with that. (How low is the compression? Did you do a wet vs. dry compression test? What does the spark plug in that cylinder look like? Is the head gasket leaking?)
Basically what most of those kind of products do is thicken the oil to attempt making a better seal on an engine that has worn rings. That won't help with bad valves or head gasket. It probably won't even help much with worn rings, unless maybe your car is a '49 Hudson or the like.
The 4-cylinder engine in the 9-5 is not a Chevy engine, it's a Triumph engine! (Well, several times removed.) However, the 9-5 version uses lighter and cheaper internal components than earlier Saabs so it is probably not as robust as what you'll find in the C900 or 9000.
