If the engine ran low or out of oil and suffered any starvation, the turbo is most certainly cooked. The turbo is actually the FIRST thing to see oil, or in this case NOT see oil. You may be able to rebuild it yourself with a kit from eBay or elsewhere (usually $60-100) but it's possible the bearings and their bores are too far gone.
