Won't have time to get to it until tomorrow night, but I've checked WIS and see at least two terminals to undo, clean, measure resistance, and carefully reconnect with dielectric grease / anticorrosion paste.
My measurement was on old battery resting, not cranking. I wondered if grounds were good, so I measured from positive battery post to head thinking to bypass the positive battery cable. When I saw the values, I rechecked, and then I measured another car and got result I was hoping to see on the '99 SE : voltage was same whether measured from positive terminal to negative terminal or from positive terminal to engine block. I was just hoping for some answer like ". . . oh yes, our 9-5's are just different like that"
I will report back when I find out why.
