and not just GM - is why the filters are now buried in the tank. Per a Walboro engineer at SOC (was it '07?) the old style banjo bolt fasteners do not leak fumes, but the clip-in ones do to the extent that they almost consume the EPA allowable HC fume limit by themselves. Why clips instead of banjo bolts? To save a few pennies in cost and a few seconds of assembly time. Then internal filters save even more cost. At great benefit to the spare parts and service people who now need to replace the entire assembly if (when?) the filter clogs. Could be worse - some brands require an entire fuel tank assembly.
None of this is for the owner's benefit.
