The first is to contact GM for an official letter identifying whether your Saab meets all US regulations, or needs a minor modification. See link for contact info. You should plan on contacting them daily until you receive your letter per other internet posts. This letter must identify your car by VIN, a generic letter by model year is not sufficient.
Since you know the speedometer will need to be modified you may as well start that process now by having a GM Dealership install the correct MPH-KmPH speedometer and save the invoice. You will need to prove you had the modification work performed.
Same for your Jaguar, contact their Business Representative.
An interesting item I found was that some recent model years of Volvo V70 cars CANNOT be brought into the US from Canada. Well, they probably could be imported but the cost to meet standards would far exceed their market value. This could portend bad news for your carefully cared for cars but I doubt both cars would fall into such a category.
Interestingly, your '61 MGA (I still love this model) meets no emissions or safety standards of any kind but is fully exempt because it is over 25 years old.
Solution #2 is to hire a company to do this for you. I found a post on City-Date from a Montreal resident being relocated to Austin TX who was quoted $40/hour for these services by their relocation assistance company.
