MC here. Professional Master Automotive Technician in European specialties and 3-generational SAAB enthusiast.
There are a number of possible notorious issues invloved with what you are describing.
Firstly, to answer your question; Fuel pump failure will {generally} NOT cause the "check engine" MIL (malfunction indicator lamp).
"Flashing" MIL is always indicative of misfire detection. That flashing MIL is the engine-computer telling you that there is a "catalyst damaging misfire" occurring and that you should stop driving before {subsequent} harm occurs to the engine and catalytic converter.
Based off of your description of the symptoms;
I suspect either a faulty IDM (ignition discharge module; AKA DIC "direct ignition cassette") OR possible throttle-body control module malfunction.
Ultimately you'll need to have the engine management control system scanned for relevant fault codes, Ideally BEFORE you disconnect the battery of run it low from extended-no-start cranking.
It may just end up being caused by something a bit more fundamental too. Perhaps a large air (/vacuum) leak cause by a hose coming loose. ?
