Saw no one had posted to this, so I will comment. I am not an expert on the wiring for the HVAC Blower - but one thing I have seen repeatedly (and is true for many other makes) is that the voltage to the blower is always full voltage and the regulator is electronically switches path to ground among its set of resistors.
When you say that the fan blows fine before you start the car but slows down after there are electrical possibilities 1) a drain that reduces voltage (hard for me to conceive), 2) added resistance in the regulator wiring, 3) some other reason that the ground for the regulator circuit is no longer ground (effectively reducing fan voltage).
The resistor is not very hard to get at in the 2006 and up cars, and you could measure with Digital Volt Meter. That's where I would start.
