It's a fairly easy diagnose. You use a cheap test light and tap into the power supply wire to fuel pump and turn on ignition. The light should come on for 3-4 seconds and if it does and you can't hear anything from the pump area, the pump is bad.
Depending on what brand of pump you bought, it could be left over debris from manufacturing that has jammed the pump gears.
