So here is a shot in the dark.
Are you sure the engine is rotating?
In a few cases I have gotten cars in where another shop have replaced battery, cables or starter trying to fix a no crank scenario.
When I turn the key to cranking I can hear the Bendix gear throw out and grabbing the flywheel but nothing more.
When I put a socket and wratchet on the crank pulley bolt the engine is seized.
A friend of mine even had a similar case where it turned out the A/C compressor and clutch was frozen and the belt applied so much friction engine could not be rotated.
The other shop had suggested a new engine because it was seized but when my friend lifted off the serpentine belt, the engine started up right away.
