Search (Google) "3M Bumper Repair How To" and watch a couple of videos.
Then decide what to do - the materials through Tooltopia or Zoro will run you $100 or so and the 'gun' to dispense will be extra.
So you might ask a local body shop who can do all of this with materials already on hand how much they would charge. With no paint work needed and if they only re-formed the tabs, maybe they could cut you a good deal.
I contemplated this for a bumper cracked at the bottom, but I ended up using a small metal patch mostly hidden with two flat headed screws screwed upward from the very bottom so they don't show. I would have had to remove the entire bumper to do it 'correctly' and then it would have needed paint . . . .

P.S. Bumpers are complicated polymer blends, designed to performance and cost. They need to stand heat and cold, so they are 'plasticized' with oils that make bonding especially difficult. The cautions about spraying special primer and not touching again until the specialized adhesive goes on are absolutely essential to make sure the bond works, and in winter a heated clean workshop is also a must. I like to do things myself, but this is one that I backed out of in my situation.
