The foam have no meaningful reason to be there and is probably a left over from way back with the NG900 where the hoses were held together with an intricate plastic bracket that broke all the time from early age deterioration.
I always remove that foam to begin with since it is much easier to install the short hose first and get the clamps situated and them install the longer one.
That way you can move them a little bit.
I did notice that the last batch of the McKay hose have a poorer fit than the ones I got early one and the long hose does not snake over the bell housing as nice as it used to do.
