Small after-market cat that fouls early, cold temperatures, easy driving, after-market down pipe that moves the cat further from the hot engine, IDM failure, old O2 sensors, etc.
I believe the P0420 code is specific to only the rear O2 sensor.
Depending on the mileage of your car you may want to change both O2 sensors as a long term maintenance item and hope the problem goes away. If not, then depending upon frequency of CEL and local emissions laws, you will need to replace the failed cat or mechanically prevent the rear O2 sensor from triggering the CEL.
A faled IDM at speed can send unburnt fuel into the cat where it will combust and destroy the matrix, but this is now extremely rare.
