The boost gauge shows you the manifold absolute pressure. At rest (car on, engine off), the needle will rest in about the middle of the gauge, below the yellow/orange region, above the green/white. With the engine on, IDLING, the gauge will sit someplace in the green/white area, 1/2 to 2/3 to the left of the yellow/orange. The green/white is also where the gauge will sit when cruising on the highway, when you lift your foot off the gas, etc. The green/white means that the manifold pressure is below normal atmospheric pressure, or your engine is pulling a vacuum.
The yellow/orange and red areas are where the manifold pressure is higher than normal atmospheric pressure, i.e., your turbo is producing "boost". The more to the right, the more boost.
The turbo gauge in 9-5s is electrically controlled from data on the P-bus. With the car off, the needle rests at the full left position. Only with the car on is this gauge usable (99s, Classic 900s, and 9000s use a mechanical gauge tapping the manifold pressure that rests at the border between white & yellow with the engine off).
