The controls for parking, etc. are built into the motor. I had something similar happen on a 2000 with fewer miles and a motor replacement cured the problem. You could probably get a used motor as I believe they may be all the same. Get a wipe arm puller to take those off as that's the toughest part. Pull the cowl cover forward to remove to avoid damaging the clips. It can be a little tricky to get the alignment of the motor shaft correct, and may take several adjustments. Keep the cover off the cowl until you get it right. Of course, all of this depends on the weather where you are and if you can work indoors as some parts of the country are getting some pretty frigid weather with lots of snow.
