'No chirps' at all are apparently all programmable options, as are whether the lights flash to acknowledge the remote.
Previous owner likely had it set up to be silent, if that's what it does when you lock with the remote. My car uses lights only, a blink, for the 'lock' and lights twice plus chirp twice (I think) for unlock. Trunk unlock is a different chirp, just once. Or maybe I've reversed the two, the main points: they are different, are programmable, and thus could be just fine from car to car, even though they react differently.

Btw, I looked in the trusty owners manual (!) tonight: the LED flash patterns are on p. 54 for 2008. The double flash at three second intervals is normal for an unlocked car parked with the key removed, as it means the engine is immobilized. If the doors were locked, the LED will flash once every other second, after a ten second activation delay.
In other words, this is a normal condition and no cause of battery drain - the very first part of the posting.
