The transponder is in the key body, while the remote is in the key head. A used remote can move to an existing key, but the only solution to a bad transponder is a fresh cut key. A used key is still a good source for a remote, but you are going to have to buy a new key from Saab.
I bought a new key not to long ago and it was relatively easy. Saab just needs either the key code or your VIN. The new key came in a week, if I remember correctly.
