No, they mostly don't replace the inner bushings. Yes replace the outers. The inner cross stay bushings are incredibly 'well sequestered' so it's good they hardly go bad. Your Rose bush tool will do the outer bushings. For the trailing arm front bushing, I did the hacksaw thing once. Mark a good outline of how the bracket goes for trailing arm and you will keep close to the original / current alignment.
