The less expensive one is a part of the more expensive assembly - and on a 1999 it can be removed and replaced. I replaced the simpler part on my 1999 SE this past Fall - but although similar in concept, the switch changed for 2000, and it may have changed again with the change in key blade style . . .
I am not experienced enough to know whether there is a reason to need the complete part some of the time and how to readily tell. I did not need the extra die cast metal.
