You indicate good rear shocks. I thought the rear Bilstein HD's on my '99 should have been good at only 55K miles since I put them on - one of them had lost all pressure with no external leak ... not to say this is your problem, but you are describing a harmonic vibration, which road roughness can break up to a degree. So one or more dampers not dampening would be consistent.
With all the other things you've done, have you had a recent 4-wheel alignment at shop that knows SAABs? If there's a toe issue in the rear, then the difference between dragging the tire under power and coasting in neutral could be a clue. I did a full suspension refresh on an '06 about 18 months back, and on the drive to the alignment the car tracked fine. But the shop told me that it was 'cancelling errors' front and back, and I would have had real problems with things without the alignment.
One last thought - if it were me, I would do a makeshift check of wheel straightness and run-out, especially since you mentioned that the wheels were straitened. Should be easy with rears.
