Is the running car affected in any way? Have you read OBDII codes in case any are set that do not trigger CEL ? Do you have OpCom or some other way to read ABS / brake codes ?
I do not have a magic answer. My first thought would be to wiggle the key slightly in the ignition switch without turning it off. If that gave you any change, then check ignition switch power outputs / continuity. Next step for me would be to check all grounds.
Hopefully one of the real mechanics on the board has seen a similar effect and has a more focused answer.
