I say when it is more than 50% cut through. Ok, that was a joke.
If it would have been a parachute harness it would probably fail inspection.
Only you can determine what you feel safe with. I don't think there are too many scientific tests out there to see where the breaking point is on a frayed seat belt webbing.
I have seen some nasty ones(especially Volvo S40/V40) where it is hard to pull them out of the B-pillar cover but owners balk at spending the money since it is not "broken".
