It means that it is OK to us 87, provided that you are willing to sacrifice some performance re: acceleration.
Octane is a measure of how resistant to knock (or denotation) the fuel is. Higher octane gas contains no more energy than lower octane. It is simply less likely to combust before the car wants it to. Thus, the conventional wisdom says to use the lowest octane you can such that your car does not experience knock (or ping).
Saab's engine management system is smart enough to (a) sense when knock is becoming an issue, then (b) adjust the engine's timing and other factors to compensate. This system dynamically determines how much boost it can give you, and for how long. With lower octane, it won't give you as much boost for as long as it will with higher octane.
Even if you use high octane, you are still relying on the engine management system to do this same task. The only difference is how much performance occurs before the system steps in to dial it down. The lower the octane, the sooner it will step in.
