Weak HVAC fan, weak air flow

Hi,
I want to get opinions.
2004 Aero wagon 150,000 miles
Clean cabin air filter, and no codes after self diagnostics.
The amount of air flow out of the vents seems very weak. I can manually adjust the fan speed from low to high, and the fan speed changes as expected. So can I assume fan controller is okay and I need a new HVAC fan?
Thanks
