Ended up replacing both Front calipers with rebuilt ones, since the RF one was seized. I had new rotors lying in the garage from long ago, so I replaced those as well, but they were rusted onto the hubs.
I started out using undersized bolts and nuts to push the rusty rotor off from behind on the first wheel. BUT the 1999 SE the inner lip of the vented rotor overlaps with the caliper mounting bracket bolt holes, AND the caliper bolts themselves are long enough so that with the caliper bracket off these bolts screw into the hub carrier and nicely push a rusted rotor off the wheel hub - how I did wheel #2.
I expect that this was an intentional design - why is it so many of these clever design things come to my attention after SAAB is no longer ? I should let go of this car, but just can't quite yet - 228K miles young.
