I would agree with everything Anders said. I think the only thing I can add is I have over the years seen 2 other issues that have led to some strange idle issues.
One was a faulty voltage regulator in the alternator that would vary voltage which confused the throttle body. I figured this out watching live data of the T7 voltage with the Tech 2. It was actually low and would fluctuate to normal at times. After checking the cables, battery and the grounds Anders referenced above I gambled on a voltage regulator and it solved the idle. This was on a friends car and it has worked flawlessly for about 4 years now.
The second one was an actual internal error in the T7 control unit. Do the rarity of T7 failures as compared to others such as T8 failures this one had me baffled for awhile. After checking all the data several times as well as lots of testing such as the smoke testing and removing and blocking off the vacuum feed to the brake booster I replaced the throttle body with no difference then to double check tried another known good throttle body. As sort of a last attempt I tried a known good T7 I had and it corrected the idle. I ended up replacing the T7 and it has worked for about 3 years now. The only warning I give here is that my experience has been the T7 ecm failures are rare and usually they set a P06** internal failure code. This is the only time I ever replaced a T7 ecm without a failure code. Part of why I tried it was the fact that I have extra T7 ecm's and I was not seeing any data out of normal with the Tech 2 but was experiencing abnormal behavior of the throttle body.
