I had a similar issue on my '04 wagon. Take the cylinder out completely and give it a good clean. (Some people say to use this lubricant or that lubricant... I don't have strong feelings.) I can't remember if I used WD-40 or some silicon-based stuff I had in the garage. It fixed the issue for as long as I owned the car.
