I got it off. Soaked it in liquid wrench for a second time, but got a more appropriate breaker bar for the space available and it worked.
In the end the bolt was hardly corroded at all. However, there was red loctite on the threads. WIS specifies 242 which is usually blue. So that may have been the culprit.
Now to find a way to get the upper caliper rod out on the other side. That one is also overtightened and inconvenient to access due to the shock. That is a good suggestion to remove the shock assy... I was avoiding going that route but in the end it might have been wise. I'm definitely having trouble getting enough torque on the 7mm in there, though there is no reason I should need to use this much force!! Maybe I need to remove the shock assy and use a 7mm socket on a breaker bar :-(
