I think the filter foam was one of those "Oh yeah . . ." design things, to prevent air bypassing the filter and fudge oh how well the filter fits.
I have:
1) left old foam in - only one time on first 1999 SE - took it out because it looked like it would grow stuff;
2) removed and left it out - the next 1999 experiment;
3) cut off just the first third to make inserting it more 'possible';
4) more recently aligned foam holes properly on the filter to match the tube and used a thin piece of oak (lathe) to compress the foam while sliding it under the tubes before withdrawing the wood and allowing the foam to expand upward - took me the most time, but seemed to work.
