We're talking the BOTTOM bolt into the rear swing arm, correct ? Rust or cross-threading, rather than over-torque, might be the issue. I hope it's rust.
I would replace the bolts if reasonably possible.
Spot Check: If you have both bolts off, line them up against each other, thread to thread. If all the threads line up well ('visually perfect') against each other, then you have likely not stretched the bolt even with all the energy necessary to remove it. But it could be twisted.
Next step: Find out whether it was cross-threaded into the arm. Inspect visually, then try the OTHER bolt, by hand, threading it in to see whether it readily engages threads and can be threaded full-length. If cross-threaded, your issue becomes more complicated.
TIP: When re-installing, I use a large diameter drill bit that just clears the inner threads to help me get the shock bushing lined up exactly with the suspension arm hole. This way I can avoid cross-threading the fine threads on the bolt and arm.
You still need to make the decision for yourself, but I'd vote for new bolt.
