Yup, green rollers most likely, search the eeuroparts video on YouTube. There is also a nice step by step with photos on fix my Saab. That said, find someplace warm to work on it. No fun fixing stuff like that this time of year!
Rust... The tank is plastic, right? But the straps rust and if they are bad, could be swapped. I should probably check ours as that is a safety issue. We oil spray our cars (rust check) so they rust more slowly, but one of ours was not great when I bought it.
The other work is significant. Really depends on the overall condition of the car, how long you would keep it if you could and what else of interest is on the market. The holiday season is kind of not a time lots of used cars are up for private sale as it is a busy time...
