9-5 trim logo falls off trunk: how to fix?

I was replacing my license plate bulbs this afternoon, and when I opened the trunk, I saw that the "9" trim numeral was hanging by a thread, and had mostly fallen off. It came off easily in my hand.
How to clean the area and what to use to cement it back down? This is a 2001 Aero, so that glue must have been pretty decent, I guess. There's a considerable amount of dirty "stuff" in the outline shape of the "9" still on the trunk deck.
