Is it possible that the OBD II Interface connector has a loose pin or two? I had that problem on my Wagon. Some readers would read it, others would not, and others would fail to connect. The state inspection reader would report "unable to communicate" (and yea it would fail inspection). which was odd since the other readers could connect and report live data!
In my case it was obvious which pin was loose, looking at the connector I could see one pin clearly below the level of all of the others. I simply plugged in the reader and then pushed the offending pin in firmly and bingo.
I had to remove the connector in order to see the issue, and also in order to manipulate the pin when connecting to a reader. (2 torx screws secure it)
