While it’s clear that you are resetting the codes with your scan tool, have you also mechanically reset the throttle body. The OBDII codes are set when the TB goes into limp home mode. You need to make sure that the TB is mechanically reset before clearing the codes. Even if the TB is new, when manipulating it into the car and connecting the throttle cable you can trigger the limp home requiring reset. The clicking sound could be the silver throttle arm snapping back and forth on the TB, IIRC.
See the below video.. I found it helpful when I had to reset mine.
