I have also notice that starting times can vary on my 9-5 Aero. It actually fires up quicker when it is cold. I always turn the key to the on position and wait until the fuel pump reaches pressure and shuts off then turn the key to the on position.
With regards to the headlights staying on there is a function that is programable with a Tech II(follow me home) will allow the headlights to stay on for a programmed duration and then shut off. If your DRL fuse is removed and the headlight switch on when the car is turned off, there are little bulbs inside the headlight that will glow. But is sounds like your problem is intermitent.
Let us know what you find.
