I had the same problem in the same car -- and if I recall correctly, used the same car seat. Saab seems to think (per customer service and I think the manual) that there are anchors under the front seats for tethers (as there are behind the rear seats). I was unable to find anything of the kind. My "solution" was to wrap the tether around the bar under the front seat and attach the hook back to the tether (I think there's a stationary bar that doesn't move with the seat). In combination with rolled up towels, I was able to crank down on the tethers and achieve an acceptable (perhaps not ideal) seat angle. And I just figured it was better to have the tethers attached to something relatively sturdy than to nothing. Then feed your kid a lot so he/she hits 20 pounds asap and you can turn the seat around.
