This is the maximum boost that the engine will take without any damage from a TD04 turbo. If you need more power then the 280Hp that can be obtained with a TD04 you will need another turbo that is more efficient like the Garret unit Hirsch uses on the 305Hp setup.
In order to run higher boost longer you need a larger intercooler as to get the temperature of the compressed air down, otherwise you run into a knocking problem.
In any case here is a list of mods as used by Hirsch to get the power up along with a matched ECU.
0) Pre Aero 1997-1999 LPTs have a 210 hp setup with steel air induction parts and a larger downpipe and K&N filter and ECU.
1) Larger turbo downpipe and K&N airfilter with ECU used on 1999 to 2000 Aero's for 250 HP 380NM
2) Larger turbo downpipe and Garret turbo with ECU used on 1999 to 2000 Aero's for 272 Hp 410NM
3) Larger intercooler and K&N airfilter with ECU used on 1999 to 2001 Aero's for 260 Hp 390NM
4) Larger intercooler and turbo downpipe and K&N filter with ECU used on 2000 to 2001 Aero's for 280 Hp 400NM (I have this)
5) Larger intercooler and turbo downpipe and K&N filter and sports exhaust with ECU used on 2000 to 2001 Aero's for 285 Hp 410NM.
6) Larger intercooler and turbo downpipe and Garret turbo and K&N filter and sports exhaust and ECU used for 2001 to 2002 Aero's for 305 Hp 440NM
7) Some as 6 but with 315Hp 440NM using special metal catalytic converters with ECU, only during 2001 (very few made by Hirsch as too expensive).
440NM is the maximum torque the gearbox will tolerate over many thousands of miles.
22PSI is never exceeded by any Hirsch modification as this is the limit of most air induction parts and above you run into knocking Hirsch therfore rather used ways to get the compressed air temp down by using a bigger intercooler and a more efficient turbo for the intended boost figures that generates less heat during compression.
