With a cold engine, open the hood and start it up. Feel the upper rad hose for temperature. A thermostat will stay closed until operating temperatures are reached, and the hose will not have any heat, as the block becomes warm then hot. If you feel the block and hose both warming up together, the stat is stuck open an must be replaced.
With a 4 cylinder engine, search for drs_install on the NG900 BB and find the stat replacement post. Its the same engine layout. I have not looked at my '03 Aero to see what minor variances there are.
With a '98, it would be time to do a complete flush and fill I expect, if you have not done this before. See my post on the water pump R&R for info on flushing and removing water from the rad and heater core with a shop vac. Note, that heater valves are thing of the past. The heater core gets full flow all of the time and temp regulation is by air mixing valves.
