Thought I'd heard it was being banned due to groundwater contamination. Coulda been just a news investigative story tho.

Closest I could find on this is here:

---------------------------------------------
" WASHINGTON--(BUSINESS WIRE)--April 10, 2003--The Association of California Water Agencies (ACWA), the American Water Works Association (AWWA) and the Association of Metropolitan Water Agencies (AMWA), representing water utilities across the country, are strongly opposing language being considered in the House that could threaten drinking water supplies.
Pending national energy legislation would provide a "safe harbor" for companies responsible for drinking water contamination. The language would apply to contamination by the gasoline additives methyl tertiary butyl ether (MTBE) and ethanol, and will inhibit water districts' recovery of cleanup costs from responsible parties.
"If the safe harbor provisions stay in the bill, the producers of these contaminants will be off the hook for future clean up costs, forcing communities across the country to pay potentially billions of dollars to restore their water supplies," said ACWA Executive Director Steve Hall.
MTBE moves through the ground more rapidly than other elements in gasoline and renders water undrinkable even at very low levels. However, since its introduction in the 1990s, water providers have not found a reliable, cost-effective way to remove MTBE, resulting in the shut down of hundreds of underground wells and the loss of water supplies. Ethanol will be phased in to replace MTBE, though its effect on water is still unknown."
