Canadian Saabs have headlights on all the time, we do not have the option of disengaging the running(headlights) lights. Interesting thing happened to-day when I took the car to Saab service. I explained the problem to the service manager who then went to the car to test. Guess what!. They worked as they should. I apologized for the inconvience caused and left the garage. As I exited the dealership I tested the high beams. Same problem. Without shutting the engine off, I had the service manager again check it out and he agreed that there is a problem, probably the switch. Have made arrangements to have it fixed next week.
