The dealer is 100% responsible for all repairs made to a "Saab Certified" vehicle that occur within the first 30 days. That is what a dealer told me last week when I called about some repair issues of my own. From the sounds of it, the dealer certified a vehicle that was a piece of shit, which is bad business. The Saab certified program was not created to help dealers push lemons off the lot, which is why the penalize dealers with the maintainence costs when they do so.

If you're really unhappy with the dealer you may want to mention what you just said to the Saab warantee folks, because in all likely hood Saab Warantee will transfer the cost of all repairs to the dealer. Probably eliminating whatever profit they made of it, pissing them off, and hopefully, teach them to not do this to another customer. I would probably wait until AFTER all the work as been repaired, in case the work quality changes when they're footing the bill.
