I've done the tire thing both ways. If I know I'm sticking to the same brand & model, and that it'll still be available, then I won't rotate very often and will replace two at a time. But if I know I want to, or will have to switch, then I'll rotate more frequently so all four need replacing at once.
My understanding is that an in-tank electric fuel pump depends on running submerged for cooling, so the consequences of running out of fuel can be damaging or fatal to the pump. I know folks who've experienced this, including Saab owners, but not a 9^5 owner specifically (as though I know a lot of 9^5 owners). It's definitely prudent to not let your tank get too low. I don't think I've ever put more than 15 or 16 gallons in mine.
