Typically the fuel pump and the sending unit are provided as an integral assembly, hence the dealer replacing the entire assembly.
I would speculate that the problem lies in the electronics other than that involved in the sending unit. I know that if the engine is not shut off when refueling, the gauge reading will act as Joe describes, so assuming he is shuting the engine off when refueling, the reading which indicates low fuel may on occasion remain resident in the fuel gauge control circuit.
I would think that the dealer could measure the analog voltage output of the sending unit when tank is full to verify proper function of this unit; after that I think things becomes digitized and under computer influence.
