No question whoever put in the dyed water is to blame for the freezing and the clogging. Its not Saab's fault someone used crummy washer fluid.
The "blue juice" they sell at gas stations and parts stores is absolutely terrible and should be avoided at all costs. Saab washer fluid is the best stuff I've ever used. Prestone and Rain X fluids are very good as long as they have a low freezing point (look on the bottle). I used both of those brands when I lived in Chicago and they worked great on a number of domestic and Asian cars (no Saabs though).
As for jets on the hood instead of the arm, the hood jets provide a high volume/high pressure stream of fluid that the wet wiper arms cannot. The hood jets work much better when using the washers while driving at high speeds. It takes volume to properly douse a windshield in order to remove road salt and other goo.
And what if your wiper motor dies? Or the fuse blows? Your wet wiper arms are now 100% useless. But with the jets on the hood, at least you can get some windshield cleaning until you can get the wipers to work again. Think about it....
