I assume onstar is the same way. Without an active account, you don't have a cell phone number to dial from in the event of an emergency. It's just an analog cell phone system. If you don't pay your cell phone bill you can't make any calls, whether or not the cell phone is in your hand or built into the car and labelled onstar. I think that's how they avoid the liability question.
